Distribution of rare languages on the net.

During my research on the development of new technologies in ATTENDING, we discovered the existence of a book (in English): "New Technologies and Language Learning "," New technologies and language learning, which is a compilation of different programs to integrate new technologies in language teaching and particularly rare languages conducted by the University of Hwai. The book consists of various articles devoted, for example, distance education in a foreign language, the use of video in the classroom vertuelle language, creation of new software to enhance the dissemination of language and culture on the net, setting up specific programs for the less taught languages such as Arabic, Japanese, Korean, Mandarin or Russian.

This book is particularly interesting because it shows the potential wealth of distance learning of languages and a range of programs at once broad and original, its specificity is his interest in the less commonly taught languages. the World Summit on the Information Society

The first phase of the WSIS held in Geneva in 2003, and highlighted the principles and purposes of ICT development in the world. The aim of the summit was able to get together Participants of a joint initiative to "connect the world " and provide ICT to all, from countries rich and poor of the planet.
The 2nd phase of the summit which was held in Tunis in 2005 (16, 17, 18 November) offers an inventory of actions taken since the Geneva draft. Through the global partnership from the summit and the willingness of countries to contribute to the emergence of a global network effective knowledge-sharing in all areas (politics, culture and economy- education-health- social science ...) is now developing a true and fair trade in exploiting new technologies.

UNESCO actions in the areas of the WSIS Plan of Action
During the reading of the draft Policy, I am particularly interested in the assistance given by UNESCO, and especially that concerning ICT applications in the goal of education for all.

UNESCO encourages countries signatories to promote the use of software "Open Source" for the development of information and education but also to contribute to their development and dissemination. This action is based on the overall development of a model FHO (Open source software / free software) that promotes solidarity and cooperation among international institutions, programmers and users of computers and the Internet.
In education projects are developed in all regions, here are some examples to illustrate:

• Provision of computers in schools (Lebanon).
• Stage ICT training for teachers (Cambodia - Sri Lanka) but also for other educational personnel (in Asia).
• Development connections, equipment, access to
  resources, access to the Info-network in Establishments "SchoolNet" countries (Asia).
• Creating Digital Campus (Malaysia-Senegal-Eypte ...).
• Systematization the use of new technologies in education development plans for the sharing of info, advice on infrastructure, sharing knowledge, expertise and professional practices (based in Moscow), etc..
